How can peace prevail when 33000 absconders, 1500 terrorists to roam freely in Karachi: CJP

KARACHI, September 20 (Online): Chief Justice of Pakistan (CJP) Iftikhar Muhammad Chaudhry has remarked how peace can prevail in Karachi when 33000 absconders and 1500 terrorists will roam freely in the streets of this city.
CJP gave these remarks while presiding over a larger bench of Supreme Court (SC) during the course of hearing of Karachi violence case in Karachi registry Friday.
At the inception of hearing of the case, Prosecutor General (PG) Sindh presented his report wherein it was stated 33000 criminals are absconding in Karachi. About 110549 absconding culprits are present in all over Sindh. 17961 cases have become A class.
CJP remarked “ if terrorists will roam freely then no band will blare up but crime rate will rise. All the terrorists were set free under National Reconciliation Ordinance (NRO). All the terrorists were released on pay roll.
CJP further remarked “ police has become ineffective fully. Had police been depoliticized present situation would not have arisen. What DG Rangers had said in court is proving true today.
Justice Khilji Arif Hussain remarked “ you should not shift your responsibility to our shoulders. How can a common man remain secure in a city wherein 33000 criminals are moving freely.
CJP inquired from Prosecutor General Sindh how many absconders are accused in NRO. How many culprits were released by declaring them A class from 2008 to 2013.
Prosecutor General Sindh replied 12734 absconders are accused in NRO.
CJP remarked situation is very grave and no improvement has come.
During the course of hearing, DG Rangers filed sealed report of Rangers on target killers and extortionists in the court.
The court expressed satisfaction over it.
DG Rangers requested the court not to publish this report because the report contains the names of of target killers, extortionists and , land mafia who have political affiliations.
CJP remarked the performance shown during the 15 days is better. Targeted operations be continued on permanent basis.
Advocate General Sindh said more improvement will come if SC keeps eye on it.
Justice Jawwad S Khawaja remarked “releasing the accused involved in heinous crimes means giving the license to commit the crimes. Cases and crimes rate in Karachi stands at 66 percent and in other cities it comes to 34 percent.
Justice Jawwad remarked “ there are 33000 absconding culprits in Karachi and 1500 terrorists are roaming freely in the city. May be some absconding culprit is there in the court room at present.
CJP remarked “thanks God, implementation process of court’s orders has been started.
CJP issued ordered for arresting 33000 absconding culprits, confiscation of their property and recovery of illegal weapons from them.
CJP further ordered that help from agencies be also sought in this regard. Police should boost its efficiency in arresting the culprits and call in police contingent from inside Sindh to facilitate them.
CJP remarked “ cases be run on day to day basis and court be informed about the cases which have been reopened.
Report in respect of Arshid Pappu murder case and about the challans with regard to the accused persons who have been apprehended from September, 5, 2013 uptill now be presented in the court, CJP ordered.
The court also sought details about the cases which were reopened with respect to police officers who were killed in perspective of Karachi operation.
Court also sought detailed report in respect of Wali Khan Babar murder case.
CJP remarked “ I read Wali Khan Babar murder case. The whole team looks involved. The decision be taken as soon as possible by making this case a test case.
